The Saskatoon Touch Football League (STFL) is committed to the health and safety of our players, officials, coaches and wider football families. The COVID-19 pandemic is dynamic and the STFL will adapt our response to comply with the latest public health orders and guidelines as necessary. We will continue to follow the regulations and recommendations of the Saskatchewan Health Authority, the Provincial Government, Sask Sport and Football Saskatchewan.


The Return to Play Protocol outlines the STFL’s planned precautions, policies and procedures to minimize the risk of COVID-19.


Season Intention

The STFL plans to return to play for a shortened season commencing the week of June 21 and wrapping up by early October.  The STFL will resume Aerial format football (less than half the length of the field), with two games played simultaneously on the same field.

Return to Play Protocol



All STFL participants (players, coaches and officials) must sign a Release of Liability, Waiver of Claims and Indemnity Agreement (Appendix 1A) if they are over the age of Majority, and the Informed Consent and Assumption of Risk Agreement (Appendix 1B) if they are under the age of 18 before the season commences (the Informed Consent and Assumption of Risk Agreement also needs to be signed by a Parent or Guardian).


Declaration of Compliance

All STFL participants (players, coaches and officials) must complete a Declaration of Compliance form (Appendix 2) before the season commences.  Any participant who is unable to agree to the terms outlined in the declaration form is not permitted to participate in league play.


Pre-Participation Screening

All STFL participants (players, coaches and officials) must complete COVID-19 screening prior to each league scheduled game, before or upon entry to the field play area. The screening will be completed on the TeamLinkt app.



The STFL will ensure clear and visible signage is displayed at the playing field entrance to warn players of the risks of COVID-19, as well as to educate participants about hygiene, sanitization and distancing measures in place.  This responsibility will be negotiated with the field rental agency and may vary.


Attendance Limit

The gathering limit in Step One in the Re-Open Saskatchewan Roadmap is 150 people outdoors. The league does not anticipate that we will approach the gathering limit, so there are no limits to team roster sizes this season.


Record of Attendance

Contact tracing is one of the key tools necessary to reduce the spread of COVID-19 and consists of methods to identify and locate individuals who may have been exposed to the virus, in an effort to keep them away from others. To assist with contact tracing, the STFL will keep record of all individuals who have participated in league activity. Contact information will be collected as part of the online registration process.

Individuals will confirm their participation at each game using TeamLinkt. Each team captain will also be required to complete a game sheet with all participants’ names.

Contact information for all other individuals present within the field area, including coaches and spectators, will be recorded on the back of the game sheet by the Head Official. Team captains are responsible to report these individuals to the Head Official.



Spectators should be limited. If spectators do attend, they must maintain physical distancing protocol. If spectators come within the defined field area along the team’s sidelines the team captain is responsible to record their attendance on the TeamLinkt app and the game sheet to allow for contact tracing.



Participants should arrive at the field no more than 10-15 minutes before their scheduled start time. Participants will be asked to leave promptly after the completion of their game time.

The STFL will not enforce fines for teams that are unable to field a team due to COVID-19 precautions, though team captains are still responsible to provide the STFL with as much notice as possible if a team is unable to play.  Reschedule options will be at the discretion of the Executive.


Field Dimensions and Set Up

Aerial format football is played on half of the field which means two games can be played on the same football field. The designated officials from each game will ensure a minimum of 5 yards between games. All STFL participants will be asked to use a defined entrance and exit if they are indicated at the field/facility. If no defined entrance/exit exists, participants will be asked to maintain physical distancing and report directly to their team’s sideline.


Masking and Physical Distancing Measures
  • Masks are encouraged but they are optional at all times (arriving at venue, on sidelines and on the field of play).
  • Offensive huddles are not encouraged, however if teams choose to huddle, they will be asked to widen the huddle. Defensive players are asked to back up 5 yards from the line of scrimmage until the huddle breaks.
  • Participants must maintain 2 meters of physical distance whenever possible on the sidelines.
  • Officials will maintain a distance from players and may not stand over the bags to signal the down and yardage.
Cleaning, Disinfection and Hand Hygiene
  • Participant-owned equipment, including sport gloves, should be visibly clean.
  • Wearing gloves and washing gloves after each game is highly recommended.
  • Each team will be responsible to provide their own football, to be sanitized before the game, at halftime, and after the game. Disinfecting supplies will be provided by the league.
  • All STFL participants will be required to perform hand hygiene upon entry to the field, throughout the duration of the activity (at half time), and after the game. Hand sanitizing stations will be set up throughout the venue (at the entrance) and each team will receive a sanitizer bottle for use on the sideline.
  • All frequently touched surfaces, including benches, railing and gates will be disinfected prior to a new group being provided access to the field space. This responsibility will be negotiated with the field rental agency and may vary.
  • Officials will use electronic/handheld whistles when available.
  • Referee bags will be disinfected after each game.
  • Only one official will move the bags for each game unless officials are wearing gloves.


  • Spitting (includes seeds, tobacco, and fluids) and other similar activities (licking fingers to increase grip on the ball) increase the risk of transmission of COVID-19 and are not permitted.
  • Individuals must not share personal items (i.e. equipment or beverage containers).
  • Congratulatory gestures such as high fives and handshakes are not permitted.
  • Spectators, officials, players and coaches should minimize cheering and whistling.
  • Players are encouraged, but not required, to limit their participation to one sport (touch football), in order to minimize the number of people they are in contact with throughout the week.


Summary of Roles and Responsibilities

Teams/Players will be required to:

  • Complete online registration process through the STFL website and pay membership fees.
  • Sign the Waiver before the season commences.
  • Sign the Declaration of Compliance before the season commences.
  • Screen for COVID-19 symptoms prior to arriving to each STFL scheduled game using the TeamLinkt app.
  • Do not enter outdoor recreation areas if you have any signs of illness. If you think you may be sick, use the Government of Saskatchewan's self-assessment tool for COVID-19 and follow the subsequent directions. Participants, coaches, instructors and spectators should continuously self-monitor.  If a person becomes sick, they should immediately stop participating and return home.
    • Any player or official who tests positive for COVID-19 is required to report to the STFL executive at or to the league President, Jay Hala: 306-230-8324,  immediately.
  • Arrive no more than 10-15 minutes prior to your scheduled game time and leave in a timely manner when your game is complete. Do not linger at the field.
  • Use designated entrances or exits if present, otherwise report directly to your team’s sideline area and maintain physical distance upon entry and exit. Stay within your team’s defined sideline area when not in play.
  • Perform hand hygiene upon entry to the field, at half time, and at the end of the game upon exit. Each team will receive a sanitizer bottle and sanitizing stations will be available.
  • Maintain physical distancing when possible. Offensive huddles are discouraged, but if you do huddle, spread out. The defensive team will be asked to back up 5 yards until the huddle dispenses.
  • Avoid sharing personal equipment, including water bottles.
  • Keep personal equipment, including gloves clean and sanitized.
  • A designated member of your team should sanitize the team ball and other equipment before the game, during half time, and after the game. Disinfecting supplies will be provided to you by the Compliance Officer or the designated official.
  • Team captains must submit their roster for the official game sheet. Report others in attendance (coaches or spectators) associated with the team to the Head Official. Their name and contact information must be recorded on the back of the official game sheet to assist with contact tracing.
  • Wear a mask if you choose. Masks are encouraged but they are optional at all times (arriving at venue, on sidelines and on the field of play).
  • Avoid congratulatory gestures, such as high fives and handshakes.


A designated official or STFL executive member will be required to:

  • Set up hand-sanitizing stations.
  • Ensure participants have completed the screening process using the TeamLinkt app.
  • Ensure participants perform hand hygiene upon entry to the field. Remind participants to perform hand hygiene at their halftime and after the game upon exit from the field.
  • Remind participants to practice good hygiene and physical distancing when possible, and to remain in their defined sideline area.
  • If participants refuse to comply with distancing or hygiene measures, report them to the head official who will eject them from the game.
  • Disinfect high touch surfaces between games and after the final game of the night.
  • After the last game collect all sanitizing and disinfecting supplies, signage and pylons.


Officials will be required to:

  • Provide a paper game sheet to each team captain for them to confirm which players are present for that game.
  • If possible, cross reference the paper game sheet with the TeamLinkt app to confirm attendance matches.
  • Ensure spectators/coaches associated with each team have been added to the paper game sheet, including their names and contact information, to assist with contact tracing.
  • Confirm each participant has registered online and has completed the Waiver and the Declaration of Compliance.
  • Use electronic whistles when available.
  • Wearing gloves is recommended. 


Infection Response Plan


If an STFL participant (referee, player, coach) tests positive for COVID-19:

  • The participant is required to notify the league via the email: OR via the President’s personal phone number: (Jay Hala) 306-230-8324, immediately.
  • The participant must be cleared by the Provincial Health Authority in order to return to play.
  • Without identifying the individual, the STFL will notify all affected teams and officials (those that played on the same field at the same time as the individual within the preceding two weeks) of the possible COVID-19 exposure. Officials and participants on affected teams will be instructed to self-monitor and seek testing if symptoms occur, as per Provincial Health Authority recommendations.
  • The STFL will comply with contact tracing procedures according to the Provincial Health Authority by providing attendance records with contact information as requested.
  • The STFL may enforce an immediate temporary suspension of team activities, as per the Provincial Health Authority’s recommendations.
  • Return to play for the affected teams will be determined according to the recommendations from the Provincial Health Authority. Play may be temporarily suspended for all affected teams.


If an STFL participant (referee, player, coach) develops symptoms of COVID-19 during league play:

  • The Compliance Officer or designated official will advise the individual to go home, self-isolate, and contact physician immediately.
  • The Compliance Officer or designated official will advise the individual to seek COVID-19 testing, following Provincial Public Health Authority’s recommendations.

Waiver for Adults 


(To be executed by Participants over the Age of Majority) WARNING! Please read carefully 

By signing this document, you will waive certain legal rights – including the right to sue

1. This is a binding legal agreement. Clarify any questions or concerns before signing. As a participant in the sport of touch football and the spectating, orientation, instruction, activities, competitions, programs, and services of Football Sask and the Saskatoon Touch Football League (collectively the “Activities”), the undersigned acknowledges and agrees to the terms outlined in this document.


2. Football Sask, the Saskatoon Touch Football League, and their respective Directors, Officers, committee members, members, employees, coaches, volunteers, officials, participants, agents, sponsors, owners/operators of the facilities in which the Activities take place, and representatives (collectively the “Organization”) are not responsible for any injury, personal injury, damage, property damage, expense, loss of income or loss of any kind suffered by a Participant during, or as a result of, the Activities, caused in any manner whatsoever including, but not limited to, the negligence of the Organization. I have read and agree to be bound by paragraphs 1 and 2 Description and Acknowledgement of Risks

3. I understand and acknowledge that

a) The Activities have foreseeable and unforeseeable inherent risks, hazards and dangers that no amount of care, caution or expertise can eliminate, including without limitation, the potential for serious bodily injury, permanent disability, paralysis and loss of life;

b) The Organization may offer or promote online programming (such as webinars, remote conferences, workshops, and online training) which have different foreseeable and unforeseeable risks than in-person programming;

c) The Organization has a difficult task to ensure safety and it is not infallible. The Organization may be unaware of my fitness or abilities, may misjudge weather or environmental conditions, may give incomplete warnings or instructions, and the equipment being used might malfunction; and

COVID-19 d) The novel coronavirus, COVID-19, has been declared a worldwide pandemic by the World Health Organization and COVID-19 is extremely contagious. The Organization has put in place preventative measures to reduce the spread of COVID-19; however, the Organization cannot guarantee that I will not become infected with COVID-19. Further, participating in the Activities could increase my risk of contracting COVID-19.

4. I am participating voluntarily in the Activities. In consideration of my participation, I hereby acknowledge that I am aware of the risks, dangers and hazards associated with or related to the Activities. The risks, dangers and hazards include, but are not limited to:

a) Contracting COVID-19 or any other contagious disease;

b) The sport of touch football;

c) Privacy breaches, hacking, technology malfunction or damage while interacting with online training;

d) Executing strenuous and demanding physical techniques;

e) Dryland training including weights, running, bands, and massage;

f) Vigorous physical exertion, strenuous cardiovascular workouts and rapid movements;

g) Exerting and stretching various muscle groups;  

h) Physical contact with other participants;

i) Failure to act safely or within my own ability or designated areas;

j) The failure to properly use any piece of equipment or from the mechanical failure of any piece of equipment;

k) Serious injury to virtually all bones, joints, ligaments, muscles, tendons and other aspects of my body or to my general health and well-being;

l) Abrasions, sprains, strains, fractures, or dislocations;

m) Concussion or other head injuries, including but not limited to, closed head injury or blunt head trauma;

n) Spinal cord injuries which may render me permanently paralyzed;

o) Negligence of other persons, including other spectators or, participants, or employees;

p) Travel to and from competitive events and associated non-competitive events which are an integral part of the Activities; and

q) Negligence on the part of the Organization, including failure by the Organization to take reasonable steps to safeguard or protect me from the risks, dangers and hazards associated with my participation in the Activities. I have read and agree to be bound by paragraphs 3-4


5. In consideration of the Organization allowing me to participate in the Activities, I agree:

a) That when I practice or train in my own space, I am responsible for my surroundings and the location and equipment that I select;

b) That my mental and physical condition is appropriate to participate in the Activities and I assume all risks related to my mental and physical condition;

c) To comply with the rules and regulations for participation in the Activities;

d) To comply with the rules of the facility or equipment;

e) That if I observe an unusual significant hazard or risk, I will remove myself from participation and bring my observations to a representative of the Organization immediately;

f) The risks associated with the Activities are increased when I am impaired and I will not to participate if impaired in any way;

g) That it is my sole responsibility to assess whether any Activities are too difficult for me. By commencing an Activity, I acknowledge and accept the suitability and conditions of the Activity;

h) That COVID-19 is contagious in nature and I may be exposed to, or infected by, COVID-19 and such exposure may result in personal injury, illness, permanent disability, or death; and

i) That I am responsible for my choice of safety or protective equipment and the secure fitting of that equipment.

Release of Liability and Disclaimer

6. In consideration of the Organization allowing me to participate, I agree:

a) That the sole responsibility for my safety remains with me;

b) To ASSUME all risks arising out of, associated with or related to my participation;

c) That I am not relying on any oral or written statements made by the Organization or its agents, whether in a brochure or advertisement or in individual conversations, to agree to participate in the Activities;

d) To WAIVE any and all claims that I may have now or in the future against the Organization;

e) To freely ACCEPT AND FULLY ASSUME all such risks and possibility of personal injury, death, property damage, expense and related loss, including loss of income, resulting from my participation in the Activities;  

f) To FOREVER RELEASE AND INDEMNIFY the Organization from any and all liability for any and all claims, demands, actions, damages (including direct, indirect, special and/or consequential), losses, actions, judgments, and costs (including legal fees) (collectively, the “Claims”) which I have or may have in the future, that might arise out of, result from, or relate to my participation in the Activities, even though such Claims may have been caused by any manner whatsoever, including but not limited to, the negligence, gross negligence, negligent rescue, omissions, carelessness, breach of contract and/or breach of any statutory duty of care of the Organization;

g) To FOREVER RELEASE AND INDEMNIFY the Organization from any action related to my becoming exposed to or infected by COVID-19 as a result of, or from, any action, omission or negligence of myself or others, including but not limited to the Organization;

h) That the Organization is not responsible or liable for any damage to my vehicle, property, or equipment that may occur as a result of the Activities;

i) That negligence includes failure on the part of the Organization to take reasonable steps to safeguard or protect me from the risks, dangers and hazards associated with the Activities; and

j) This release, waiver and indemnity is intended to be as broad and inclusive as is permitted by law of the Province of Saskatchewan and if any portion thereof is held invalid, the balance shall, notwithstanding, continue in full legal force and effect.


7. I agree that in the event that I file a lawsuit against the Organization, I will do so solely in the Province of Saskatchewan and further agree that the substantive law of the Province of Saskatchewan will apply without regard to conflict of law rules. I have read and agree to be bound by paragraphs 5-7 Acknowledgement

8. I acknowledge that I have read and understand this agreement, that I have executed this agreement voluntarily, and that this agreement is to be binding upon myself, my heirs, spouse, children, parents, guardians, next of kin, executors, administrators and legal or personal representatives. I further acknowledge by signing this agreement I have waived my right to maintain a lawsuit against the Organization on the basis of any claims from which I have released herein.
